Mendieta initially joined the Western Cape on loan last season and racked up 21 appearances in the DStv Premiership while scoring three goals in the process.
Stellies have now confirmed signed the Argentine on a permanent deal after impressing head coach Steve Barker last campaign.
The decision will come as good news after the club had already lost the services of Phathutshedzo Nange after his contract expired at the end of last month.
Stellies also parted ways with Azeemud-Deen Brenner, Kristopher Bergman and Asavela Mbekli.
The Western Cape outfit finished the 2020/2021 campaign in 14th position, narrowly missing out the relegation play-offs on the final day of the season.
